Methodology
Duty base. The U.S. and Canada assess ad valorem duty on the transaction (roughly FOB) value; the EU, UK, India and most other countries use CIF — goods plus freight and insurance to the border. Switch the basis to match your destination.
Duties. Base duty, additional duty and AD/CVD are each applied to the duty base. In practice some measures do not stack (for example, U.S. Section 232 wood-product duties replace certain other additional tariffs); enter only the measures that apply to your entry.
U.S. fees. The Merchandise Processing Fee is 0.3464% of entered value, bounded by a minimum and maximum set annually. The Harbor Maintenance Fee is 0.125% of value for cargo entering through U.S. seaports.
Import VAT/GST. Calculated on CIF value plus duties, which is the standard base in the EU and UK. Registered businesses can usually reclaim it, so it affects cash flow more than margin.
